I've never come across that error and I'm no longer using Activestate, so I can't run any test, but it sounds like your installation might be corrupt.  Since this is a new/fresh install, I suggest uninstalling it and then reinstall and make sure you're executing the install program with administrator rights.

In another installation server is the area of "site" and the ActiveState version is 5.8.8.822. They are the only differences.

Are you saying that both 5.8.8 and 5.16.2 installed on the same Windows system?

No, first try with 5.16.2 and later with the 5.8, but the problem was solved with version 5.16.3, thanks anyway.
