Looking for a way to secretly record a user's PC activity that includes screen captures and URL activity.

Good evening.

We are in need of recording a user's PC activity. It has been found in the user's browser history that inappropriate sites have been visited. We are too small to implement a proxy server and with that in mind would like to inquire if there's a utility that will take periodic screen captures that show what's on the screen and send them to an email or IP address.

Any advice will be appreciated.

Thank you.

Just a quick Google and found this freeware, looks to be the one you're looking for. I've never used this so I would test it out first before deploying it.
Computer activity and Screenshots

This product does not do screenshot but it will collect enough evidence to put anybody to jail or a one-way ticket out the door. :)
Key Logger

Good luck.

With the ATEN CE624, you can now enjoy a high-quality visual experience powered by HDBaseT technology and the convenience of a single Cat6 cable to transmit uncompressed video with zero latency and multi-streaming for dual-view applications where remote access is required.

Also make sure your allowed by Law to do so, in some countries and municipalities you are not allowed to spy on employee activity. If your in the US you probably can, but it's best to ask your HR and or Legal council first no matter what.

I would recommend expert RichRumble's advice and consult with your HR Dept. before taking any actions. HR should have every employee sign a Company Policy User Acceptance Electronic Agreement, this is really a fair warning to  employees that misuse of a company's computer is grounds for termination.

SpectorSoft has programs from single computer to enterprise deployment.  I've used it in a business environment, and there is no drain on computer resources for normal desktop use.

The periodic snapshots of the screen can be timed and transmitted automatically, or saved for future review.  The enterprise version will upload the data to a central SQL server.

You can also set triggers like instant messaging, and forward conversations via email.  Application usage, time spent in application, as well as keystroke logging, printer use, writing files to CD or USB device.

IIRC, the consumer version is ~$99 for a single computer.
