How to provision the SSP on SharePoint server?

Dear EE experts,

Please help to resolve this kind of error that we receive everytime  we access the Search Settings & Search Administration inside the Shared Service Administration...

"The search application for 'SSP' on server STE-MOSS is not provisioned. Confirm that the Windows SharePoint Services Timer service and Windows SharePoint Services Administration service are running on the server."

Follow these "exact steps"

1. Navigate to Central admin -> operations -> Timer job definitions -> Disable the Application server administration service job.
2. Clear the sharepoint timer cache by following the steps http://blogs.msdn.com/josrod/archive/2007/12/12/clear-the-sharepoint-configuration-cache-for-timer-job-and-psconfig-errors.aspx
3.Enable the Job again.

We followed item#1, but we have question from the link of item#2, the OWSTimer service, how to "Start the OWSTIMER service on the Index server"?
