Citrix web client

I have a Citrix web client installed on a windows machine, and it works for the user to login to the Citrix web interface, but when you click on any of the icons in the Citrix webpage, IE asks if you want to save the Laucher.ica file.
I've had this before and it worked to uninstall Citrix, however on this computer, it's not working to uninstall.
So I was wondering if there is a good set of instructions to manually uninstall Citrix, or even better, if Citrix has an uninstall utility?

Usually this can be fixed simply by registering the ica plugin (wfica) manually, I often see this where users without admin rights try to install the web-client.
