What DHTML menu builder do you recommend so
I don't have to manually create DHTML for my
Visual Studio 2012 \Views\Shared\_Layout.cshtml ?

  ** etc

I used http://www.xfx.net/utilities/dmbuilder
about 10 years ago and want something more
integrated with MVC4 if possible.

I need some way to limit MENU buttons based on security like the below links talk about
  ** http://techbrij.com/role-based-menu-asp-net-mvc talks about.

i would look at existing frameworks such as bootstrap or foundation:
http://twitter.github.io/bootstrap/
http://foundation.zurb.com/

they integrate very well into ASP.NET MVC since it's only javascript and css. They both have enterprise quality html controls (page layouts, buttons, menus for instance), so no need to reinvent the wheel. For the security part, the second example you gave is all you need.

I looked at http://foundation.zurb.com's DROPDOWN.

Do you have any good examples using security ?

not at hand but the second link you provided is all you need to implement security:
http://stackoverflow.com/questions/8411224/asp-net-mvc-hide-show-menu-items-based-on-security

just replace the html syntax with the one from foundation or bootstrap.
