Registry Add-in Override for Access Data Collection in Office Outlook 2007

What is the registry update required to enable the below add-in in MS Office Outlook 2007:
Microsoft Office Access Outlook Add-in for Data Collection and Publishing


I can use my system admin account to update the registry but cannot go through the front end to do so.
