Office 2007 and Group Policy

I'm being asked to enforce a standard background image for all outgoing email.  Can I set this and lock it down in group policy.  I have Office 2007 running on roughly 2500 workstations.

There is no direct way, but you can leverage GPP or create a custom ADMX.
