Have mirror of users mailbox that cannot be seen or deleted by user

Hello all,
              I have had a request today from a client to keep all emails of a particular user even if that users deletes them. I need to do this in a fashion that the user cannot see this happening.
              I know about journal operation, but I am not sure if it meets the criteria. This is a 2003 exchange sp2 server. All suggestions would be helpful.

Also you can create another user account and setup this account to send a copy of each email to new user account. (http://support.microsoft.com/kb/281926)

Does not sending a copy show in cc?

Nope. The copy is send by the server before goes to Outlook.

Though this does not cover my entire need, you are correct in your answer. The capability I am looking for, directed by your answer is not native to exchange 2003.  
     Thank you again for your input and the nudge in the right direction.
