Change color of an Excel cell

I am running Office 2000 on a Windows 7 Pro pc fully patched.

My question:  I have a simple spreadsheet.  Cell A1 has a date in it.  The cell has no color.  If cell A10 has the letter A   in it, I want to change the color of cell A1 to a light blue.

1.)  What command do I put in Cell A1 to cause a color change?   I am not an Excel expert.  I have done some vb programming using Access 2000 so I understand functions.  To do what I want may involve writing a function.  

2.) if a function (or sub) is needed, please give me a detailed answer on what commands to put into the function or sub.

3.) I assume the function is called in cell A1.  How do I call the function and still have a date value in cell A1?   Or may be I call the function from some other cell??  I hope you can explain.

4.) I assume the colors have numbers.  How do I determine the color number  I need for light blue?

Hello,

I don't have Excel 2000 anymore, but I think the steps are the same in 2003:

Select cell A1

Click Format > Conditional formatting. In the dialog you will see three drop-downs. Change the first to "Formula is".

Enter this formula into the formula box next to the drop down:

=$A$10="a"

Select a format with the Format button and click OK on all dialogs.
