php move_uploaded_file

If you use this function, does it literally move the file so that it is no longer in the "temp" location?

Can it be moved twice to two different places on the server?

Yes, if you don't execute a move immediately it would be destroyed once the script has finished.
Once moved you can just
copy(source/image.jpg,destination/image.jpg)
