In Windows 8 you can go to Action Center and then there is a Recovery link. In there you can create a Recovery Drive. I have done that for my Windows 8 Pro machine.

The Action Center link is a pointer the same dialogue box as Control Panel -> Recovery. For Windows 8, the available options are somewhat different.
