We use GPO to delete user's IE history upon exit. Now, a day later, I need to view this history. Is there a way to do this and what, if any, viewer utility exists to make viewing more meaningful and user-friendly? Thanks.

IE history viewer doesn't show anything for the profile. If I try to browse to Temp Internet files it gives me permissions error although I am Admin.

Did you try
http://www.acesoft.net/index.dat%20viewer/index.dat_viewer.htm  ?

Or try History Viewer  (Actually pretty much the same as AceSoft).
Be sure to check both URL History and Index.dat .  And do not download or install Babylon ToolBar.
