"Unable to get the fill handle to work" is vague.

Can you see the crosshairs when you point to the corner of the cell?
Are you able to drag the crosshairs? Does it fill information in the cells?
If so, what information?

Just wondering if the fill handle was turned off. Try this:

1.Click the File tab, and then click Options.
2.In the Advanced category, under Editing options, verify that "Enable fill handle" and "cell drag-and-drop" are checked on.

Sometimes a funky keyboard shortcut will turn these types of features on or off. However, I cannot find a reference to turning the autofill handle on/off.

If you're in an enterprise environment, a group policy or add in may be shutting this off. Or maybe a macro. I'd probably have to get my hands on the machine and check it out to track down the issue for certain.
