Sometimes a funky keyboard shortcut will turn these types of features on or off. However, I cannot find a reference to turning the autofill handle on/off.<br />

If you're in an enterprise environment, a group policy or add in may be shutting this off. Or maybe a macro. I'd probably have to get my hands on the machine and check it out to track down the issue for certain.
