If you mean coding apps across different mobile devices such iOS, Android, there are two options:

1. Titanium Studio ( Requires Javascript knowledge )

2. PhoneGap ( Requires HTML, CSS, and JavaScript knowledge )

For Android, take a look at App Inventor:

http://www.appinventor.org/

App Inventor allows you to develop Android apps without having to know much about programming, utilizing a drag-and-drop interface. Here's an article about it:

This is a nice write-up on App Inventor, but the links in it are now stale...use the links that I provided above.
