Command line changes settings IE 10 and IE 9

I need to update 30 windows 7 basic systems with certain IE 10 settings. I would like to use a bat file or script to make changes I need. I know if they were on AD domain I could use GPO’s. Unfortunately the person who set up the network bought only basic systems.  
Changes needed:
Allow  allow popups. for certain sites.
Add sites to the trusted sites urls.
Make changes to the advanced settings like active x.

Can I do a reg hack with a bat file? Are their  settings in the registry I can change?
After spending  6 hours looking for a solution I have given up . It looks like I have to manually do this via gui.   I really don’t want to do this for each system or user.

Create .reg file with following parameters

Windows Registry Editor Version 5.00

To add trusted sites.
[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Internet Settings\ZoneMap\Domains\Site name]
"http"=dword:00000002

To allow popups for certail sites

[HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\New Windows\Allow]
"Site name "=hex:
