Blackberry Z10 - Error code 403

We are currently deploying multiple BB Z10 handsets to users. We are experiencing an error on a few (Z10 error 403). Device configuration and wireless - done. BB Account set up and confirmed. When we set activation password - device is activated through the Blackberry Administration Service server - all is good. When setting up the users mail account (synch with GroupWise), we can apply the users email address and get to the activation (GW password) and we ge the error.
