What are you wanting to integrate?  PayPal has lots of different products you could use.

- Payments Standard
- Payments Enhanced
- Payments Advanced
- Payments Pro
- Adaptive Payments
- REST API

Depending on which one you want to integrate the procedure would be a little different, but all of them require the use of web service API's.

All of the information you would need is available at http://developer.paypal.com.  For .NET you'd probably want to use the classic SOAP API with the WSDL.  If you're not familiar with that already then you'll need to learn that first.  That's beyond the scope of integrating PayPal specifically.
