Our HR Director was wondering if it is possible to stop users from checking email on the Android phones, even if they know all the settings to access it?

You can disable ActiveSync on a per user basis if Exchange 2007 and higher. That will stop ActiveSync from working.
For OWA you can only really turn the feature on or off.

Simon.
