Can someone PLEASE PLEASE tell me why this page is working in Firefox and Chrome but produces a column of text in internet explorer version 8 / 9 rather than the correct lines and breaks

First is that you have an incomplete DOCTYPE, you only have the first half which may cause IE to render that page in 'quirks' mode..  http://www.w3.org/QA/2002/04/valid-dtd-list.html

W3C also says that <spacer> is a 'non-conforming element' and not to use it.  http://www.w3.org/wiki/HTML/Elements/spacer

Are you really using Adobe Go-Live?

no - this is a page that I am trying to edit. It was created by someone else.
I use dreamweaver and notepad

Would it be better if I started from scratch and used div elements ?

Oh yes, it's a piece of... what you don't want.  Just do something else that works.
