Excel model to find distance from XY points to a cirle

I need an Excel model / functions to calculate distance from a number of points to a given circle.

I have a circle with a center xy and a given radius.
I have a list of points.
I need to know the closest distance from each point to the circle

Distance from circle
The Excel model is attached - only thing missing is the calculation of the distance.

Place this formula in E9 and copy down:

=((C9-$C$5)^2+(D9-$D$5)^2)^0.5-$C$2

Is there a way to tell if the point is inside or outside the circle?
(is that the negative/positive distance?)
