Is this something on are end or on there end the email had one other person with the same domain and that didn't bounce back.

There should be a brief explanation after the reason code. Typically this is due to the receiving server rejecting your message (User doesn't exisit, SPAM filter, etc...)
Can you send a test email to each recipient individually and see if you receive the same NDR. Does this happen with any other domains?

I will send a test message but not this is the only domain we have had issues with that is why I thought it was probably on there end.

The issue was with the recipient he had his mailbox full and that is why the email bounced back after cleaning up his mailbox he was able to receive are emails and we got no bounce backs.
