We have 3 ESXi hosts , where the VM's running on the hosts as below.

Host A - 5VM's
Host B - 3VM's
Host C-  2VM's

If HA failed on host C , VM's running on the host should not be moved to same host .

Please provide the steps/ settings to configure accordingly.

you need to configure   host affinity rule for the vm
