How do I convert a column in a gridview to a link?

use a template column:

<ItemTemplate>
then bind to what you need to:
                                <asp:HyperLink runat="server" ID="hpl" NavigateUrl='<%#Eval("ID", "http://URL/MyWebPage.aspx?Id={0}")%>'
                                    Target="_blank"><%#Eval("ID")%></asp:HyperLink>
                            </ItemTemplate>
