Eclipse start error: could not find Java SE Runtime Environment

I just updated java 6 and 7 on a windows 7 machine. Now eclipse will not start up. I get a message saying:
Error: could not find Java SE Runtime Environment

I have JAVA_HOME set to:
C:\Program Files\Java\jre6\bin

This is eclipse.ini:
-startup
plugins/org.eclipse.equinox.launcher_1.3.0.v20120522-1813.jar
--launcher.library
plugins/org.eclipse.equinox.launcher.win32.win32.x86_64_1.1.200.v20120522-1813

What do I need to do?

I have JAVA_HOME set to:
C:\Program Files\Java\jre6\bin
That's not right. Should be

C:\Program Files\Java\jre6

But why install Java 6? Also, if you're developing in Java, that should be pointing to a JDK

Ok, I changed it to:
C:\Program Files\Java\jdk1.7.0_04
but I still get the same error (after restarting machine)

I added this to eclipse.ini:
-vm
C:\Program Files\Java\jdk1.7.0_04\bin
and it starts now.
