1) Where to insert Meta Description in my Drupal Site?
2) And Meta Keywords?
3) Can I apply diff. keywords in diff. nodes?

You should use the Metatag module for this.

Cool, I installed the module and configured the global settings to have same meta across the site.

It takes on all pages except the front page. Something I set or didn't set? (I already cleared cache, didn't help)

There's probably something wrong with your theme. Does it have a page--front.tpl.php file? It might not be rendering everything. Check out this thread:
