Is there an animation tool kind of like flash that can be easy enough to build that the non-web savy customer can change out images / text themselves?

I know gif animation, but there are no special effects (without a lot of work).

See, the Latest News flash in the middle left for an example of what I'm looking for.

I swear i don't work for them, i've been using their files for about 5 years.  Very useful stuff and saves work hours.
