Hi

Does Oracle R12.1  actually refer to the applications/e-business version? Is the underlying RDBMS still 11g?

It can mean either.

The latest production release of Oracle RDBMS is 11gR2 (11.2) but 12c is in Beta.  This will likely be 12.1 when it is released.
