xp pro - icons deleted showing back up

When I shut down the computer. old icons that were deleted and then deleted out of the recycle bin show back up in the my documents and on the desktop.  How can I fix this? Is there any kinda registry setting that the user could have done without us knowing that causes this issue?
Steady state has be checked and nothing appears to be causing a locked desktop.

is this PC in domain or not?
check if the user hasn´t mandatory profile (look for ntuser.man file) or roaming profile

it is not part of a domain
only two users administrator and manager

check in C:\documents and Settings\administrastor or C:\Documents and Settings\manager
if there is file ntuser.dat or ntuser.man

there could be also some kind of infection in the machine - did you try to scan for viruses or malware?

it has a ntuser.man.log file ?

man means mandatory, and this could be a reason why icons are back even user deletes them
you can try to rename ntuser.man to ntuser.dat (but I mean regular ntuser file not just log file)

your suggestion helped me fix it.
i went into control panel\system\advanced then user profile and the profile was set to roaming. i changed it back to local and it works fine now.. Thanks!
