The process can happen very fast, it can be immediate or it can lag.  It depends on the nature of the question and what experts are around.

This explains the point system,

Basically, you need to earn 10,000 points in a month, at that point you've earned the "Qualified Expert" status.    After that, you need to earn 3,000 a month to maintain that status and a free membership.

In addition to the method shown in the article above, you can also uncheck the flag to leave mail on the server.

Outlook, File, Account Settings, select Account, Change, More Settings, Advanced and in the Advanced Dialogue window, uncheck Leave Mail on Server.

Then when you download email, it will be gone from the server.
