Global header

I have this Cpanel site I am developing, included are many pages in the navigation menu. Although to change the links in the header of all those pages I have to goto each one individually

How do I make the header and footer static so its global for the whole site.

In IIS make sure SSI is enabled
http://tech.mikeal.com/blog1.php/server-side-includes-for-html-in-iis7

Then use
<!--#include virtual="insertthisfile.html" -->

This is not fully resolved. I could not find the IIS cze I think the host is running apache .If you know how to setup apache on my webserver using the CPanel, I can create a ticket and tell u my credentials to help me out.
