Unable to configure automatic FTP access for new Wordpress Site

Dear Experts,
I used to have very painless experiences of installing Wordpress but with the latest version I seem unable to get it to automatically install themes and plugins.

It asks for ftp user information each time and it often fails to create the plugin as well.  

I have set the following things in my wp-config.php file:

define('FS_METHOD', 'ftpext');
define('FTP_BASE', '/path/to/wordpress/');
define('FTP_CONTENT_DIR', '/path/to/wordpress/wp-content/');
define('FTP_PLUGIN_DIR ', '/path/to/wordpress/wp-content/plugins/');
define('FTP_PUBKEY', '/home/username/.ssh/id_rsa.pub');
define('FTP_PRIKEY', '/home/username/.ssh/id_rsa');
define('FTP_USER', 'username');
define('FTP_PASS', 'password');
define('FTP_HOST', 'ftp.example.org');
define('FTP_SSL', false);

However it tells me I cannot create the relevant directory.  How do I specify the FTP_HOST item?  Just the name of the Web site or the full path of the Wordpress installation.

This is a permissions problem.

As you appear to be developing on your local machine, security shouldn't be an issue so could just change the permissions on wp-content/uploads to 777.
