Windows 8 one language licence downloadable to Windows 7

I have a windows 8 single language license & CD. I also have a windows 7 home basic Licence & CD.

1st Question:

Can i downgrade Windows 8 to Windows 7? If so - what is the procedure to follow to do this? Currently - there is no OS installation on the PC machine.

2nd Question:

I wish to utilize the Win 8 license to run Win 7 - Is this possible??

Downgrade rights are only available for licenses obtained through OEM or Volume Licensing (VL) and not apply to Full version (FPP).

So question is this lic come with Pre-install on desktop or laptop ?  
if yes that mean its OEM copy and that can be downgraded

Yes DSP versions are like OEM, except they are actually designed for white box hardware manufacturers to sell Windows with their new computers that they assemble.

DSP, like OEM, is bound to the computer hardware - you cannot transfer the licence to another computer by installing it on another system, which isn't the original hardware with what you purchased with Windows

So this means you can not downgrade or use that lic on new machine sorry
