Access/MDAC error? Provider cannot be found

My hard drive failed so now I'm restoring my system.  I'm using IIS (version 7.5.7600.16385) on Windows 7 to host a local site (localhost) for testing.  It was a stable working website before the crash using SQL, classic ASP and MS Access. Now it fails when trying to query the database, the exception stating "Provider cannot be found. It may not be properly installed".

The MDAC 2.8 was downloaded from Microsoft MDAC download and extracted.  IIS_IUSRS and IUSR were given full permission in the directory containing the database..

Why is this not working?

It has something to do with processor (ASP Cant find 32/64 bit drivers)
