Getting started writing a phone app

I would like to write a phone app that draws information from a mysql database.  It seems like I have two options:  

App Builder Websites:
Sites like Mobincube or TheAppBuilder seems to offer a quick way to build web apps.  What are the drawbacks of these products?  

Write the code myself:
I've been writing php for 10+ years.  Can I write the app in php and intergrate the code into the development tools for iOS, Droid, Windows, etc?  To clarify... I do understand that I'll need to get ahold of a Mac and download their development tools.  I'm assuming Droid and Windows both have similar development tools.  Can I mostly use the same php code for the basis of the programs and just copy paste?

If you wish to write native code for android you are going to have to use Eclipse sdk with the adt addon

If you are a php developer, you could be better off setting up a secure server that does what you want and access if from your mobile web browser.

I have never used theappbuilder or phonegap so I have no idea how good or bad they are, but I taught myself android with the above tutorial and that is the way I would write an app.

Php is a sever side script, android is a java based compiled language. I have never been able to overlap one over the other.
