WSUSContent Folder Size

My understanding is that you can manually delete the contents of the wsuscontent folder, you just have to run the wsus reset utility afterwards.  If the wsus server in question is a replica server, and the settings to store wsus files locally has just been changed to "no", why is a reset required.

Pretty sure that it will still have to redownload the metadata(information)

Thanks, I am new to this and assumed that the wsuscontents folder contained only updates and not information pertaining to wsus as a whole.
