EE,

I have an exchange 2010 server using Exchange Anti Spam Agent.

I'm getting complaints from users getting spam e-mails in another language such as Chinese. is there a way to block these emails using a block list, or another tool provided by the Anti Spam Agent within Exchange?

You should be able to create a transport rule to block  any emails which has chinese characters.
Just use the spam email and copy the text  to create rule.
