RDS 2008 R2 server will not change from "Remote for Admin" mode

Hey All,

Setup an RDS as a gateway, host and using remote app.

All is working well, however, cannot get more than 2x sessions.

I have added 5 cals to the licensing server (same box). They say they are available etc..

But everytime I try to change to "per user" mode or even "per device" mode is NEVER accepts. I have rebooted, I have changed group policy to allow more etc...

Heres a screen shot of the top of the licensing diagnosis though which is odd as it says there are no problems:

Single server in a domain which is being extended from 2003 to 2008 and then getting 2003 demoted. There are 2x other Terminal Servers 2003 on the network. However not used these for licensing or anything and using 2008 cal key anyway.

Via Group Policy I forced it to change and it looks better.. but still only 2x users.

If I am logged in as admin... I get one RDP... then next RDP gets "who would you like to log off".. If I log out of admin.. then on the 3rd RDP I get message.

I know this is by design.. but I have cals etc...

If I do not enforce through group policy then same message appears and I cannot get users on more than 2x!!

Event viewer showed activation issues (brand new hyper-v).. So I relicensed again with my key, activated with MS... reactivated license server (as it has deactivated) and everything is great now.

So something to do with automatic activation causing the issue.
