Question, access-list 100 deny eigrp any any

Hi Expert, I have a question: in order to filter eigrp in debug, there are two commands:

access-list 100 deny eigrp any any
access-list 100 permit ip any any

Why does it use "ip" in second command instead of tcp, or others ? Does that "ip" include eigrp ?  eigrp is a protocol 89, what is relation among the 89, tcp and ip ? Thank you.

"ip" in this context means allow ANYTHING that runs over IP. Which, quite simply, means everything (ARP, TCP, UDP, ICMP... everything).
