Distribution Group Manager Can't Add Users

We have a distro group manager that is not able to add or remove users from the group.

Error:
Changes to the public group membership cannot be saved. You do not have sufficient permission to perform this operation on this object.

-Server 2012 Standard
-Exchange 2010 and manager uses Outlook 2007
-Manager AD account is listed as manager
-Manager is member of the group
-Membership approval tab has Closed, Closed checked
