Hi fellow Experts ---- I've got this strange issue eating away my holidays

We have a 3rd party applications that collects data from team members calendars. The application works as this:
- each team member enters codes i Subject and location in calendar
- the team leader uses this application to gather statistics
- statistics are gathered in Excel
- this worked like a charm with 2007 and 2010 - did a migration to 2013 it fails
- this is how the error is experienced
- it SOMETIMES fails, works sometimes during off hours
- it fails on random calendars from time to time
- it gives an error "missing pernmission on calendard: USERNAME ?" --- but permissions are set correctly
- the logs in Exchange gives (i'm not sure if it matters)

MapiExceptionNoAccess] Unable to create folder. (hr=0x80070005, ec=-2147024891)

exchange max connections exceeded (This one we've increased)

I had a similar problem and the issue was the MAPI client needed to understand the new Free/Busy Schedule in the calendar.

I couldn't do sharing and for that reason, we needed an Outlook 2013 account to manage the issue!

here's what fixed it for us:
Created new ThrottlingPolicy with RCAMaxConnections = 70 and added it to all mailboxes needing to do search
