exchange 2010 room mailbox booking does not work

Hi all,

Exchange 2010 SP1 RU7
Outlook client: 2010

When a user creates a meeting and chooses a room resource, if the room is available for booking the user should receive an "accepted" notification by email, if the room is not available he should receive a notification that a delegate must approve his request and the delegate should receive the meeting request and deny it.

for some reason this does not work even though I configured everything as should.
Booking Attendant is on
-AllRequestOutOfPolicy $false
-AllBookInPolicy $true
-AllRequestInPolicy $false

I have gone through several articles with no avail.

Help please.

Is the delegate getting any appointments/meetings in their mailbox Re: the room Millbox?

1. Open the Room Mailbox property from GUI

1.1 Go to "Resource General" and check mark on "Enable the resource booking attendant.

2. Under "Resource Policy" make sure following are enabled
3. "Allow repeating meetings"
4. "Reject repeating meetings that have an end date beyond booking window"
5. And most important "Forward meeting requests to delegates"

6. also check "Resource information" --> check mark on "Mark pending requests as Tentative on the calendar"

If this doesn't help, then configure an outlook using ID of this "Resource Mailbox"
Go to Outlook-->Options-->Calendar-->Resource Scheduling
and check appropriate options & check for any permission issue under "Set Permissions"

I followed this article: http://support.microsoft.com/kb/2005631
and still did not get notifications about meetings I have tried to set, after restarting the exchange server (for other reasons) I suddenly noticed all emails from the room mailbox in my inbox, I can't explain what happened that made this work.
