eliminate line from background peeking through

How do I remove the horizontal line above nav bar that extends across the page?  I need the one that is immediately above it that the boy is holding onto.  The other line I think is actually displaying the background.

When I put a white background color in the header (by the boy) I lose the ability of the header to float over the red background image.  What happens is that white appears in the 1" margin above the header image.

You need to set your header image to display as block. Something like this:

.header a img { display:block; }
