Unable to download files

I'm using IE10 on windows 7 enterprise. Whenever I try to download a file, IE gives me a message "<filename> contained a virus and was deleted".

This comes for all files, including txt and pdf. The same file downloads work on Chrome. Is there some setting in IE which is blocking all downloads?

I don't see any third part toolbars and downloading works from all other browsers. IE 10 has never been reset
Try:

(1) Resetting IE10.

(2) Uninstall IE10 (Control Panel, Programs and Features, View Installed Updates (Left Panel), Look for IE10 under Windows Updates (Right Panel)).  Uninstall.

(3) Run CCleaner (optional).  Restart.

(4) Reinstall IE10.
