Why doesn't Netsh.exe work for users of the Network Configuration Operators group?

Hi!

Why can't a user that belongs to the group Network Configuration Operators, use the netsh.exe?

I am trying to get my C# app to be able to change network settings.
It works fine for an admin but not for a non admin.
