Vpn blocking on Windows 2003

I need to block outgoing VPN connections on all ports on my Windows 2003 who is running Proxy. I found out that the users (who are prisoners) can make VPN connection through the proxy.

I'm am using CCproxy and prisoners are using port 80 for the Vpn. Therefore they can get connection.

They should only be able to use port 80 for GET and PUT and not CONNECT

What Proxy software can  differentiate between HTTP (your GET and PUT) and IPSec, PPTP, OpenVPN, L2TP, GRE etc
