Tablet Windows 8 Apps will not download

We want to add Windows8 tablets to our wireless network.  We we try to install an app though the app stroe it does not download.  Is there a port we need to open to allow these app though our wireless controller?

What is the make and model of the tablet?
And, are they logging into AD already?

The tablet is a Dell Latitude10 ST2 with Windows 8 Pro OS

I will need to check on Monday, but I think the tech was using  the computers local admin account.
UAC has not been turned off.
Even though I can access web sites the store will not open, and says "Your PC isn't connected to the internet. To use the Store, connect to the internet and try again."
Try it in the browser, too. (rather than the Metro app)
It was the proxy on the wireless which was incorrect.  Thanks for your help
