No it will not let me configure the OOO at all as soon as I click on OOO ,Outlook freezes up
what about configure on another PC with MS Outlook, if possible?

OOO works on another PC
then if it is not complicated for you (because of user data) I recommend to recreate user profile on that affected PC

Do you know another way beside creating a new profile?

Just recreated the profile but in doing so I had to go into the registry because it was pulling the same profile just took out the BAK and made it _new and rebooted and the user was able to login without pulling a temp ID
You can try to configure that email on another PC to check if it is user related (then maybe some Exchange config would be necessary) or PC related and then that user profile re-creation could be a solution
