Exchange 2010 Management console is empty
I installed server 2012. Made it a member server on a domain. I then installed Exchange 2010. When I open the console I cannot access anything. I have Microsoft Exchange on the left and under that is Microsoft Exchange on-premises.
Everything in the middle under organization summary is "unavailable" I can't configure anything.
All services are running including information store

The user you are logged on as doesn't have permission to manage the exchange environment.

Logged in as domain administrator
Is that domain admin a member of Enterprise Admins and Schema Admins?
And Organization Management.

Can you get into the EMS? Not sure if it will let you connect or not. Also, make sure Outlook isn't installed on the Exchange Server.

I can get to EMS. Outlook is not installed.
That link says
Control Panel -> Accounts -> Manage User Accounts -> Advanced -> Manage Password
There should be a post with your Server name here where it has the wrong credential.

Try doing the two shell commands that are at the top of that article:
Replacing Administrator with your account name.
After doing that, on the DC open a command prompt and run the following command:
repadmin /syncall /APeD
This will immediately sync all changes made to membership on the domain instead of waiting for it to happen automatically.
Add-RoleGroupMember "Recipient Management" -Member Administrator
Add-RoleGroupMember "Server Management" -Member Administrator
Replacing Administrator with your account name.

Still no luck. When I log in as local administrator it gives me an error. When I log in as domain administrator I don't get an error, I just can't manage anything in EMC

I would suggest to start with some basic checks in EMS (Exchange Management Shell):
1. Check the result of "Get-ExchangeServer | FL *admin*". You should get Version 14.3:
2. Test Exchange services with "Test-ServiceHealth".
3. Check whether you've enabled (checked the box for) Active Directory split permissions during installation. An easy way to confirm this is to open ADUC (Active Directory Users and Computers) and check whether you have the "Microsoft Exchange Protected Groups" container:

I do not have "Microsoft Exchange Protected Groups." I do have "Microsoft Exchange Security groups" and Microsoft Exchange System Objects.
Domain admin is in the "Organization Managment" group which is located in the Microsoft Exchange Security groups OU

This may be more of an issue with MMC. On the bottom of EMC, it has a link "Data is unavailable. Click here to access the latest data" When I click that I get an error. Sometimes it just says MMC needs to closes. I also have gotten an error box with the title Microsoft .Net Framework.
Hmmm, I know things like WSUS need the Report Viewer Redist. Installed to be able to see anything. Try installing that and see what happens? That and .NET 2.0/3.5

Can you try installing the Exchange Management Tools on an Win 7 or Win 8 workstation and see if you can connect to it?

I thought I did have SP3 installed but it was only SP2. I installed SP3 and all working now
