ActiveX Component Error in Internet Explorer when not an Administrator
My customer has program that runs through Internet Explorer. The program is using IIS6 and it has been working great for a long time. All of a sudden it stopped working for users that are not and Administrative user.
Error: ActiveX component can't create object 'Microsoft.XMLDOM'
The only change I know of was three .NET 4 updates. I tried uninstalling the updates and that didn't fix anything. It also doesn't seem to be only affecting this program as they have a remote website where they are getting the same error.

Yeah I found that article as well. It's talking about the error happening while using Microsoft Access and I couldn't find anything wrong with permissions on the System32 folder.

Regrets.
You may want to "massage" this Google list with references to IIS6 and Win 2003 server.

The problem is not IIS6 because the issue happens even if I go to a website hosted somewhere else. I'm pretty confident that it's a security issue but I just don't know where!
