Bandwidth throttling on a COMPUTER

We have some computers that we want to limit the usable bandwidth on, to something like 3Mb/sec.  

We want to limit it on the COMPUTER level, not the network.  Would be great if we could set the bandwidth throttling for certain subnets (i.e. any subnet on the local network is full bandwidth, but anything over the VPN or internet is throttled).

Open to any suggestions

This can be done via router, some modems, or firewall (Sonic Wall , Watch Guard).

Again, I'm trying to do this without using network equipment.  Trying to restrict it ONLY on the client (windows 7. desktop.)
Also that suggestion is incorrect.  That limits only outgoing traffic.  If I want to throttle bandwidth from computer 1 to computer 2 - same network segment, then routers, modems, and firewalls will not help.
computers are connected to switches. You can define maximum allowed bandwidth for that very particular port in the switch. (cheaper switches might not have this option)

From windows7 too you can do it, below link states how. (just type correct % value in place of zero)
